[Inspiron 7520: Windows 7] My Catalyst Control Center is not Working Properly

Hello,

I've had my laptop for about a year now. My Catalyst Control Center gave out about 6 months ago, but because I am not computer savvy and I really didn't need to switch my graphics to overdrive mode, I didn't feel the need to tamper with anything. However now I need to use my AMD Radeon HD 7730M card, instead of my Intel HD graphics 4000 card, for some heavy lifting. I am completely in the dark about how to correctly update drivers and to reinstall my catalyst control center. Again, I repeat that the main problem I'm having is my CCC won't open.

When I open my task bar, it says my CCC is running. Yet when I try to open it, the computer won't bring up the control panel for it. I've seen some posts about this problem for the Windows 8 update, but I haven't found anything about Windows 7. Considering this may be an easy fix, I'd thought I'd ask you guys how to correctly reinstall my CCC and maybe how to correctly update my drivers (if they need updating).
