My dell inspiron 14 3421 is changing brightness (dull) while watching movies

The Dim the display option would not be helpful in this scenario. This setting is used to when the system is not being used and you want the screen go dim to save energy.

Try to change the following settings and see if it helps:

Open Control Panel -> Hardware and Sound -> Power Options -> under the selected power plan, choose Change plan settings -> then click Change advanced power settings. From the list, look for Multimedia Settings -> expand it, choose When playing video. Change it it Optimize video quality -> apply -> Ok.
