If the video is working fine in Dell Webcam central, then the issue seems to be with Skype software. I would suggest you to uninstall and try installing a older version of Skype and see if that helps. You may download previous versions of Skype from Here.

I researched on the issue and found that the error message is only appearing in newer version of Skype. You may also try uninstalling Skype and install a previous version of Skype and see if it helps.
Also, I would suggest you to exit Dell Webcam Central while using Skype.
