Ok I did all of the above,
Monitor test, plugged in a 27" Apple Cinema Display, no tinting - no problems, Plugged in an older Dell 24" monitor, no issues - no problems.
Video memory thorough test - no problems
Display panel thorough test - no problems.

I have been doing some research and apparently a lot of people get this issue. For a monitor that was marketed as 90% RGB color correct I was shocked to find so many similar reports.
Let me know what to do from here.
